01 Engineering

The discipline of the Engineer will depend on the project type. For most projects there would be a number of different roles such as:



  • Civil Engineer: Design of both foul & Storm water Drainage Schemes, Attenuation systems, water supply and Roads
  • Structural Engineer: Design of Supporting structures in steel, Concrete, timber and combination of different materials
  • Fire Engineer: Design of safe means of escape from buildings and specifying appropriate materials to be used
  • Disability Access Engineer: Design of building internally and externally to ensure suitability for people of all needs.

02 Architectural

The Role of the Architect as Design Team Leader includes:


  • Reviewing the brief in depth 
  • Preparation of the scoping document to ensure that the objectives of the brief are met 
  • Agree process with client to arrive at the agreed optimum brief and clients objectives 
  • Manage Design Team 
  • Manage design quality 
  • Ensure that the scoping document is comprehensive and will achieve the client objectives of programme, quality, design team coordination, budget, quality of space, provision of suitable environments for the, fostering close working relations, policies of standardization, accessibility, security, maintenance running costs and other relevant design issues. 
  • Agree stakeholders consultation process 
  • Agree timelines for performance periods and interim milestone 
  • Review the Scoping Document on a weekly basis and ensure that all critical path milestones are being met 
  • Manage public consultation process 
  • Manage pre-planning consultations, pre-planning Fire and Disability Access Consultation with the Local Authority 
  • Manage scope changes and deliver practical solutions to issues that may arise 
  • Prepare realistic deadlines 
  • Ensure that there is cross learning across all teams for multiple projects.

03 Planning & Development

Planning & Development is the management, control and regulation of development, balancing public and private development needs with the protection of amenity, and the environment in the wider public interest.


Planning legislation is largely set out under the Local Government (Planning and Development) Act 1963 and European regulations incorporated into Irish law. It has been subsequently revised under the consolidated Planning and Development Acts 2000 to 2018. Prior to 1963, planning permission was seldom required to build or demolish buildings. The Planning and Development Act 2000 (the Act) states that the purpose of the legislation is “to provide, in the interests of the common good, for proper planning and sustainable development”, though no definition of “sustainable” is given. The principal regulations underpinning the Planning and Development Acts are the Planning and Development Regulations 2001 to 2018. These regulations are updated regularly to put legislative changes into effect or to update guidance to planning authorities. 


At Clarke & Co we advise our clients on whether planning permission is required and what the process involves. 

04 Project Management

For Clarke & Company planning, organisation, securing and managing resources to achieve the clients specific goals are the key elements to successful project management. A properly managed project will achieve all of the goals and objectives while honouring the preconceived constraints such as time and budget.


The roles and responsibilities of team members are clearly defined from the onset, along with the tasks, deliverables, and approvals that are expected for each of the project phases from school Employer, Project Manager and Building Contractor. Project outcomes benefit from clear expectations and communications throughout the process.


When selecting the contractors and seeking Tenders, we carry out a comprehensive review of financial details, information on resource allocation, health and safety qualifications of key personnel and references from previous Design Teams that the contractor has worked with and we review their performance on previous school build projects. We have substantial experience of all GCCC forms of contracts. On return of tenders we carry out a comprehensive check of all rates, in conjunction with the Quantity Surveyor and Design Team and we establish that the rates are achievable and that the contractor has not experienced financial difficulties on previous projects.


Clarke & Company commit to each project they undertake to ensure that the budget, timescale and standards are met. The experience which we bring to the table for variety of project will ensure a cost effective future proof solution from conception to completion. All the disciplines required for this project are within the one practice ensuring a timely solution to all aspects of the build. Regular site meetings and monitoring the job will ensure that the budget and timescale are on target at all times and any issues that may arise are dealt with in a speedy and in competent manner.
